From 11 to 25 May 2007, mine clearing exercises will
start from the above positions. Training mines containing
pyrotechnical material will be laid. Patrol and inspections
vessels will be deployed in the areas.
Vessels should proceed with caution when passing
through the areas; no fishing activities should be
carried out in the areas.

Information on Naval Co-operation and Guidance for Shipping (NCAGS).
Naval Co-operation and Guidance for Shipping is the means of implementing the NATO Shipping Co-operation
policy. It embraces matters associated with the movement of Merchant Ships and includes, but is not limited to,
such matters as the co-operation between the military and merchant shipping communities, advice, routing,
reporting accompaniment, briefing of masters and providing any necessary publications and equipment.
Information exchange is an important part of NCAGS. The two-way flow of data forms the foundation of the concept
with the communication hub being centralised at the standing NATO Shipping Centre (NSC), Northwood,
UK. The standing NSC is a core facility capable of enhanced operations in support of the NCAGS Commander
in the execution of his mission, and is able to cope with increased activity as a crisis develops.
Under NCAGS merchant shipping may be provided with naval assistance when deemed necessary for that part
of their passage, in or near the crisis area.
The level of the risk to transiting merchant ships will determine the level of advice or assistance provided. Merchant
ship Masters will be participating in NCAGS only if their owners / operators have voluntarily agreed to do so.
NATO Exercise Noble Mariner 07 (NMR 07).
Exercise NOBLE MARINER 2007 (NMR 07) is the Maritime Live Exercise (LIVEX) which forms part of the certification
process for NATO Response Force 9 (NRF9). The exercise will take place in the North Sea, Kattegat,
Danish Straits and in the Southern Baltic Sea including adjacent Danish, German, Swedish and Polish territorial
waters in the period 14 – 24 May 2007. One of the aims of NMR 07 is to practise NCAGS procedures in order to
improve civil and military co-operation during a crisis. This will include information exchange, which should benefit
both merchant shipping and the operational commanders.
In NMR 07 NCAGS will be exercised to monitor the movement of merchant shipping approaching, passing through
and sailing within the NCAGS Area (see Annex A). Shipping Co-operation Points (SCP) will be established at Bornholm (DA), Karlskrona (SW) and Gdynia (PL). The NATO Shipping Centre (in Northwood, UK) will compile and maintain a live merchant shipping plot for the operations area. Merchant ships voluntarily reporting their position may be invited to participate in interaction with military forces. Masters of ships hereby gain experience with this interaction. The co-operation of merchant ships will be of significant value for the exercise and ships are invited to participate in one or more of the possible aspects of co-operation, such as communication interrogation, close approach by naval units, accompaniment (escorting), simulated attacks by aircraft, helicopters and ships, simulated boarding and live boarding. It will be of great interest for the naval units, if you are willing to make your ship available for live boarding. Supporting life boarding enables ship masters and crew to gain experience in being boarded by naval teams. A live boarding may be executed by boat or helicopter. Prior to the exercise each participating nation should inform ship owners, operators, masters and port authorities of the exercise and the intention to involve live shipping through the attached Notice to Mariners (see Annex D).
A NAVWARN will be promulgated prior to the exercise. Individual merchant vessels will be encouraged to report directly to the NATO Shipping Centre when approaching or sailing within the NCAGS Area (Annex A) by sending initial version of Format ALFA – Ship Data Card (see Annex B). The NATO Shipping Centre may request further information in accordance with the short version of Format ALFA (see Annex C). Reporting to the NATO Shipping Centre reduces unnecessary VHF calls between naval units and merchant ships.
To avoid additional costs, merchant ships can use the allocated ‘Freephone’ number for sending their reports.
Alternatively, ships may complete the Format ALFA – Ship Data Card and use the allocated ‘Freefax’ number.
