1. local midlandian fishermen report that on 16 june, a small
commercial fishing vessel was sighted transiting southwest from the
great belt into kiel bay with what appeared to be quote mine-like
objects unquote on the aft deck. the vessel did not appear rigged
for fishing (no nets or equipment sighted on deck) when observed. name
of the vessel was not legible but it was described as a common fishing
trawler from this region. the vessel was sighted again on 17 june,
it is reported that several of the mine-like objects previously
observed were missing from the vessel. the local fishermen were ext
emely concerned since this is a common fishing area for midlandian
fishermen.

2. assessment: although there is no further information to confirm
the suspect fishing trawler conducted minelaying activity southwest
of great belt, a bfm-directed operation to lay mines near chokepoints
is highly plausible. bfm has used a mix of local small craft,
including fishing trawlers, to deploy mines. they are extremely
difficult to differentiate from legitimate local traffic. information
is sparse, but analysis indicates that bfm mining operations
generally take place after dark, which is consistent with this
latestreport.

a. scenario.
1. diplomatic: the bluland president and his key ministers met with
un officials this morning to discuss the progress of the
humanitarian
efforts on born island and requisite conditions needed to have
bluland and midland establish diplomatic dialogue. although the

regard to the high civilian casualties he commented quote the deaths of

midland has taken no action to force un ships from the baltic and
fear my trust in their support is in doubt. the time for action is
now. we alone, by any means available, must drive these crusaders
out from our homeland unquote.
3. military: bluland authorities discovered a large cache of
weapons, including 20-30 mines and crates of manpads, at a warehouse five
miles up the coast from nexo on born island. to date, this is the
largest stockpile of weapons seized by bluland security forces who
acknowledge this location was likely the primary depot for storing
and loading mines. successful bluland raids on suspected bfm
warehouses and the aggressive maritime intercept operations by ctg
369.04 against illegal maritime shipments have increasingly limited
bfm access to the resources necessary to conduct maritime attacks

a. title: c2 - information flow and planning
-observation: often information for changes in the plans were
received very late
-discussion: cause for this seemed to be in the c2-chain where
respective command levels had to change their plans upon receipt
of the orders from the higher level.
in the lower part of the c2-chain orders were often received at
the last moment and finally the units that have to do the job
had only little preparation time
-leason learned: limited amount of updates of plans and orders
prevents early awareness of ctg-intentions at subordinate levels.
-recommendation: keep your friends informed.
issue a daily brief and concise direction and guidance message to
the whole tg, containing todays progress, main intel and the way
ahead for the tg. it has to be brief and provide general
awareness of next steps to take to accomplish the mission.
b. title: situational awareness/rmp
-observation: mcmv s lacked situational awareness and rmp
-discussion: in large operating areas and subareas it is
difficult for a mcmv to build-up a rmp. no distinction can be
made between friend or enemy, other than by visual id. most
mcmvs lack personnel and equipment to maintain a proper rmp.
-lessons learned: for rmp build-up, mcmvs rely on units providing
filtered sitreps on a regular basis
-recommendation: establish an organisation to assist mcmvs to
gain situational awareness. this can be done by appointing a
capable unit to provide a filtered sitrep for mcmvs on a regular
basis in msg as wel as by voice.
c. title: mcm protection
-observation: protection for the mcm units arrived two days after
mcm-tu arrived in the area. no protection was given during
transit. protection in the area was only sufficient from
sea-side. no protection between opfor land and mcmvs
-discussion: mcmv s have ltd means for self-defense. therfore
fp should be given in all areas where threat is expected. In this
case already during transit to the aoa.
-lesson learned: mcmv s mainly depend on fp when operating close
to shore. it is essential to train this. once fp was established
once in the aoa, mmpu s issued warnings, and training started
building up fp for the te as well as for the mmpu
-recommendation: appoint dedicated mmpu s in close vicinity of
mcmvs with sufficient capabilities. provide as much training as
possible in next exercises. we all need it.
d. title: asymmetric threat/play
-observation: during scenario phase only one lsf was observed
-discussion: to train fp and self protection asym trheat/play
should be provided to make training realistic and give brigdge
team an idea what can be expected wrt asym threat
-lessons learned: for adequate fp self protection, real opfor
asym threat is needed
-recommendation: provide more opfor asym threat/play (fiac/lsf)
for training of mcmvs
e. title: coordination in mcm
-observation: awareness between mcm-units operating in adjacent
areas not optimal
-discussion: conducting mcm-ops in immediate vicinity of each
other requires good information exchange. at unit-level lack of
information of other units was experienced. between cte s the
exhange of information was also not optimal.
-lesson learned: not being aware of tasks, progress and minefinds
of the other te-units limits timely coordination and may cause
confusion and inefficiency. although staffs try to prevent to
bother units with too many msg-traffic, we have to be careful it
is enough for safe and efficient conduct of their tasks.
-recommendation: cte s to pass all relevant information to units
working in adjacent areas: by ordering units to make all other
units info on certain msgs (like minefinds) and by issuing a
mcm-sitrep twice a day iso once a day.
f. subject: optask comms
-observation: overall optask comms draft was posted on website in
due time. optask comms supp from ctu was given by hand only one
day prior to departure
-discussion: not having ot comms supp in due time prevents
advanced planning and coordination and hard to prepare and inform
the units assigned about complan and intentions
-lesson learned: late issue of optask comms supp results in
ad hoc and underway dealing with problems.
-recommendation: send an optask comms supp in draft at least 2
weeks prior to startex to give units time for preperation and
discussion
g. subject: authentication plan
-observation: kicks, reportings, joinings were ordered on voice
nets and assumed to be friendly
-discussion: there was no procedure established to check
authenticity of originator of orders and reports.
-lesson learned: although no false reporting has been observed
during the scenario phase, there was no plan to check if all
issued warnings and reports had a friendly originator
-reccomendation: provide units with an authentication plan
h. subject: intership message flow
-observation: delay of intership traffic and broadcast overload
-discussion: because ctu and cte s (incl units) were not in
direct intership ratt contact with each other a lot of messages
had to be sent via ship/shore, causing unnecessary delays
-lessons learned: to have not all tu-units on one ratt-net causes
unnecessary delays
-reccomendation: keep one ratt-net within a tu with two te s, thus
keeping ratt-traffic as simple and direct as possible

-observation: while mcmv s were tasked in the area, divers were
operating iot release the floats of mines that were identified
during mcm ops without informing nearby operating mcmv s
-discussion: divers started releasing floats whitin 500 yds of
