Results of a survey of 1,000 U.S. software developers, released
this week, show that a majority of them think they will become
millionaires and that their jobs are invulnerable to economic
downturns.

A study commissioned by Internet technology company Chef also
shows that developers see their profession as having increasing
power and influence, both in business and society. About 71
percent of the surveyed said they have been involved in political
and civic activities for 50 hours per year on the average.

At one point it was thought to be a profession vulnerable to an
influx of temporary foreign workers, and many developers were
threatened by the possible export of their jobs to other
countries. Now 66 percent of developers expect near-term salary
rises, while as many as 56 percent of them expect to become
millionaires.

According to the study, 94 percent think they'll have
revolutionary influence in important parts of the economy, and 95
percent think they are among most valued employees in their
company.

Once viewed as introverts with poor social skills, developers now
see themselves as empowered to influence changes to both products
and services.

A planet's wobble may greatly enhance its ability to host life,
even if the planet is far away from its star, new research says.

Wobbling, or axial shifting, means that a planet changes its tilt
much in the same way as a top that's about to stop spinning.

Extreme wobbling may be explained by competing gravitational
pulls between the planets' star and another nearby planet.

These wobblers could change their orientation within "tens to
hundreds of thousands of years – a blink of an eye in geologic
terms," scientists said in a new paper.

A wobbling planet that might otherwise be a frozen world could
have liquid water -- thought to be necessary to support life --
because the poles would face the planet's star, allowing the ice
to melt, researchers said.

"Planets like these are far enough from their stars that it would
be easy to write them off as frozen, and poor targets for
exploration, but in fact, they might be well-suited to supporting
life," said Shawn Domagal-Goldman, an astrobiologist at NASA's
Goddard Space Flight Center in Greenbelt, Maryland, in a
statement. "This could expand our idea of what a habitable planet
looks like and where habitable planets might be found."

Researchers say they may have already spotted planets with "crazy
tilt-a-world" wobbling.

Around the star Upsilon Andromedae, two enormous planets were
found to be inclined at an angle 30 degrees to each other. In our
solar system, the orbits of the 8 planets only vary by 7 degrees,
scientists said.

In addition to the observations of Upsilon Andromedae, scientists
ran "thousands of simulations for planets in 17 varieties of
simplified planetary systems." The modeling considered planets
with the same mass as Earth that orbited a sun-like star and have
gas giants nearby.

In the models, researchers adjusted the tilts of the orbits, the
leans in the axes of rotations and the ability of light to
penetrate the planet's atmosphere.

Some planets are constantly on the move, while others are
relatively stable. Our planet is not much of a wobbler.

"Earth has a fairly stable tilt, but it is close enough to the
Sun to avoid prolonged snowball events," said John Armstrong of
Weber State University and the lead author of the research paper,
at Weber State University. "However, if it was a bit further away
it would need a thicker atmosphere (more greenhouse) or a wobbly
axis - the later is the new bit we are proposing."

Cambodia Technology Adviser Criticizes Cybercrime Draft Law

PHNOM PENH - A senior Cambodian government adviser on information
technology says a draft cybercrime law is unnecessary and could
lead to demonstrations and unrest if passed as currently written.

Phu Leewood says the current criminal code can be used to
prosecute offenders, so a separate law is not needed.

He adds that the Ministry of Post and Telecommunications, which
drafted the law, should have had a public comment period and
consulted with civic organizations.

"If there is no such process, it means Cambodian voices are
ignored," he said. "If such a law is passed, there will be
strong reaction from the public, as it hasn't been involved."

He adds the law was written by people who lack technical
knowledge, and without consultations with legal experts, judges
or prosecutors.

Government officials have not been available for comment on the
draft law, which was publicized online last week by the Cambodian
Center for Human Rights. Chak Sopheap, the center's executive
director, says the law, if passed in its current fore lbe
dangerous to free speech.

Critics say the draft law, made public last week, has vague
language that could be abused by authoriti¦ and lead to curbs of
online freedoms.

Google Buys Drone Company

In its latest purchase of high-tech companies, Google has
acquiii anufacturer of solar-powered drones that can stay in
the air almost indefinitely, relaying broadband Internet
connection to remote areas. It is seen as yet another step in the
U.S.-based Web giant's bid to bring Internet to the whole world.

Even as it experiments with self-driving cars on the ground,
Google has been acquiring companies that manufacture pilotless
flying vehicles - aircraft that can stay aloft for very long
periods of time, such as solar-powered balloons and drones.

The Internet giant aims to bring Web access to remote areas of
the world, which it says could help speed disaster relief or
monitor environmental damage. And it says atmospheric satellites
could also provide high-resolution aerial images for its Google
Earth service.

Its newest acquisition, the 20-employee, New Mexico-based company
Titan rospace, plans to manufacture a larger version of its
successful solar-powered drone Solara.

Chief Technical Officer, Maximus Yaney, says it will be as
efficient as a satellite, but much less expensive to operate -
just one-hundredth of the cost.
"What we're focusing on from a capability perspective is being
able to provide these kinds of services as an alternate or adding
to satellite platform capabilities," he said.

He says the new drone, Solara 50, will be able to fly almost 20
kilometers above the earth, providing the Internet signal in a
radius of almost 420 kilometers... and stay aloft for almost five
years.

"Solar-powered, you have the capability of staying up there

Russia-Ukraine Crisis Could Trigger Cyber War

WASHINGTON - On thetnay Crimeans vocS z a referendum in March
on secession from Ukraine, hackers from a group calling itself
the "Cyber Berkut" pelted NATO websites with online nuisance
attacks designed to knock the pages offline.

While not technically sophisticated, the DDoS, or "denial of
service" attacks, were enough to send several websites -
including a cyver-security site in Estonia - into darkness for
several hours.

NATO quickly recovered: the site,eUat ck online, the hack
attack ebbed, and no serious damage was done.

But it sent a clear message - a warning shot of sorts of things
to come.

As tensions have escalated between Kyiv and Moscow, so too has
the frequency of online attacks targeting a variety of
government, news, and financial sites located across Ukraine and
several in Russia.

So f,these attacks have amounted to mere skirmishes rather
than all out cyber war.

However, with the possibility of further Russian military
incursions into eastern Ukraine, a full-blown cyber war may be
looming on the European continent.

And that, in turn, couaxeIlnrany more nations into the
Ukrainian crisis.

Destabilizing an unstable situation

"In terms of conflict between the Western-oriented parts of
Ukraine and Russia, it's a little surprising we haven't seen more
hacking already," former Assistant Secretary of Homeland Security
Stewart Baker said.

"Ukraine isn't a great power but they have some talento
hackers," he said. "If there's an area they can punch above their
weight, it cyber crime."

Baker, now a parnter at the Steptoe and Johnson law firm, said
that ttZking and cyber mischief are not not tne… eitief
nation.

Ukraine is well known for harboring a large number of talented
cyber criminals working for various organized crime syndicates.

"They've learned how to bu wotection with the government,"
Baker said; "and the connectionsopee?y tight."

For its part, Russia has not shied from flexing its cyber
muscles, notably in Estonia in 2007 and Georgia in 2008.

Although the Kremlin never admitted responsibility, Internet
analysts say that the attacks originatedfURussia and were
organized by Russians.

Those attacks were likely carried out by the Nashi, a
semi-official nationalistic Russianre0e?vtent tied to the
Kremlin, analysts say.

But Ber and other analysts note that since then Russia has
invested considerable resources into building more sophisticated
and potent offensive cyber capabilities, which would likely be
deployed this time inodmore serious cyber batneUa

CeMplicating matters further, much of Ukraine's
telecommunications infrastructure runs through lines and switches
eson nflled by Rusauie

Already n8e March, Ukraine's Security Service accused
pro-Russian activists in Crimea of shutting down mo<SUB>qdt phones
in western Ukrlitespecially targeting members
of ParliaEnt.

That comiiwition of Russian offensive capability and access to
infrastrucinre makes Ukraine unusually vulnerable to cyber
attack. And that's a situation the gimot II ln not be able to
long resist.

government, and a more psychological warfare in the east where
access to news is shut off and theo­ne flooded with inflammatory
false reports."

tactical strategic approach, something we haven't seen before."

attack believed to be orchestrated by Iran, but using a diffuse
array of servers located around the world.

As good as our capabilities are, there is always the possibilitXl

That's a lesson that one leading cyber security expert seems to
have taken to heart.

Looming cyber war

"Social media, governrint administrations and national defense
sysi nhnt rely on Internena munications," says Darren Hayes,
Liear security lecturer at Pa 2yssity.

decisive than trade sanctions or armed maneuvers," he said.

Analyst Carr sees the sorde of hacking by groups like Cyberts†
Anonymous U ine as little more than nuisance.

by Russia in terms of attacking and shutting down
infrastructure," he said.

Carr said that Russia is likely to emple ae?a<FF>es iiy
in conflict: cutting critical services and communications in the
west to igj it from NATO and the rest of Ukraine, and
blocking news in the east to flood it with bad ineeeation for a
nervous populace.

Scientists Create Highly Efficient Thermoelectric Material

Scientists at Northwestern University in Evanston, Illinois say
they have found a better way to turn waste heat into electricity
by improving "thermoelectric" devices.

Until now, thermoelectrics were too inefficient or expensive for
widespread use.

According to a report in the latest issue of the journal Nature,
a material called tin selenide has an unusual combination of
properties that make it particularly good at converting heat into
electric current. Tin selenide is a good conductor of
electricity but a poor conductor of heat.

Scientists say the new device could be a step toward making a
more efficient hybrid car that would use fuel to directly create
electricity rather than the less-efficient current process of
running a gasoline motor to power a generator.

At NY Auto Show Electric Cars Coming On Strong

NEW YORK - Plug in your car, then unplug, and drive away. More
and more consumers are dobtd just that. At the 2014 New York Auto
Show many automakers unveiled electric or hybrid vehicle to
address the growing global appetite for environment-friendly
cars.

While some technological challenges remain, the market is heating
up.

A hydrogen fuel cell vehicle from Toyota converts hydrogen into
electricity, has a smooth ride, strong accelertion, and leaves no
carbon monoxide behind.

"We think that hydrogen is the future of electric vehicles
because they're so much more convenient," said Toyota's Wade
Hoyt. "And the way it works is that the hydrogen wants to
combine with the oxygen in the air. It forms H2O, which is water
vapor, is the only exhaust, so it's a true zero emissions
vehicle. And you get electricity out of that combination.z]

Many manufacturers are now producing hybrids and electric
vehicles. Ford has unveiled an all-electric Ford Focus and Chevy
ian?hon ?seeiironment-friendly Volt. While electric cars are
easy on the environment, they can also offer strong preformance.
Tesla's has ferocious acceleration, pushing the car from zero to
about 100 kilometers per hour in three-point-seven seconds, with
a top speed just over 200 kilometers per hour. Electric motors
deliver strong acceleration beWe they offer more torque than
equivalent gasoline engines. That is why luxury brands, like BMW,
are experimentitF with this new technology.

But the switchover from gasoline is an evolutionary process, says
James Bell of General Motors.

"I think the mistake that many people in the industry and in the
media maybe thought was that -- when the Nissan Leaf came out or
the Chevrolet Volt -- was that suddenly people would drop their
gasoline cars and rush for them. No, it's not that way,"lea
said. "This is going to be a slow evolution, but it's also a
Pandora's box moment. It's not going to go back in. Electrified
vehicles are the way to meet those emissions in the future."

Alternative fuel vehicles account for just one million of the
than 60 m<on cars produced worldwide annually. But in 2013
the number of hybrid and electric cars doubled. Automakers still
don't make money on electric cars because of the high cost of
battery technology. Tesla's battery, for example, costs $50,000,
about half of the vehicle's total selling price. But
manufacturers pay the costs because they believe electric
vehicles are an important part of the industry's future.

Matt Miller, auto industry reporter for Bloomberg News, says a
mixture of old and new technology is the winning strategy.

"Really the key for the future, I think, is hybrid technology, so
rather than having a car like a Tesla, completely
electric-powered, you have a car like the BMW i3 or i8, which
has a small gasoline motor to help charge the battery when it's
needed and electric motors to drive," he said. "That's got to be
the future. Then you get something like 90 or 100 miles per
gallon, [19 to 21 kilometers per liter] which is decent and yo
still get the torque when you need it."

The challenge is to produce a car with long, inexpensive batterXl
life that allows the driver to travel a?Pt«between charges.
Automakers expect many millions will then decide to switch from
gasplternative fuel.

US Lawmakers Mulling International Broadcasting Changes

A group of U.S. lawmakers is seeking to overhaul the country's
international news and programming broadcasts, saying they should
be consistent with and supportive of the country's foreign policy
objectives.

House Foreign Affairs Committee Chairman Ed Royce, a California
Republican, says the body that oversees U.S. foreign broadcasting
operations, the Broadcasting Board of Governors, is "badly
broken" and should be replaced.

Voice of America is overseen by the BBG. If the new legislation
passes, it would be governed by a new supervisory body, to be
called the U.S. International Communications Agency.

Royce said Wednesday the reorganization is necessary to bolster
U.S. broadcasting in the face of growing competition from
Russian, Chinese and other foreign international broadcasters.

"Unlike decades past, today's media landscape is highly
competitive. Other countries are sprinting forward. We're still
standing still."

VOA Director David Ensor said the organization does not comment
on pending legislation. "VOA continues to carry out its important
mission providing reliable, accurate and comprehensive news. It
currently reaches an estimated 164 million people around the
world each week."

Royce and the Democratic and Republican lawmakers co-sponsoring
the legislation are seeking to consolidate some half-dozen U.S.
international broadcasting agencies into just two. Their
legislation says VOA should focus on coverage of the United
States and international developments that affect the U.S.

The bill said VOA should air newscasts that promote and are
consistent with "the broad foreign policies of the United
States."

Currently, VOA operates under a 1976 charter that requires that
it serve as a "consistently reliable and authoritative source of
news" that is "accurate, objective and comprehensive." The
charter also requires that VOA present a balanced and
comprehensive projection of significant American thought and
institutions.

The measure also says U.S.-funded broadcasting overseas should
not duplicate the activities of American commercial broadcasters.

The legislation calls for the existing BBG governors to complete
their terms as governors of the new International Communications
Agency. However, a new chief executive would be appointed to
oversee the agency's day-to-day operations.

The three U.S. broadcasting arms that target specific regions of
the world -- Radio Free Europe/Radio Liberty, Radio Free Asia and
the Middle East Broadcasting Network -- would be merged into a
new "Freedom News Network." The network would focus on providing
uncensored local and regional news and analysis to countries
where free media do not exist.

The bill would leave VOA as "the flagship brand" of the new
agency, offering "accurate, objective and comprehensive" news of
the United States, its policies, its people and international
developments of interest to the U.S. The Office of Cuba
Broadcasting, which operates Radio and TV Marti, would continue
its current activities "within" VOA.

The Foreign Affairs Committee started consideration of the
reforms Wednesday, but the overall fate of the legislation is
uncertain. Even if it is passed in the House of Representatives,
it would have to be approved by the Senate and signed by
President Barack Obama.

Over the years, numerous U.S. officials have sought to reorganize
the government's international broadcasting operations, often
debating whether the United States should provide an independent
source of news to countries without a free press or be more an
arm of U.S. diplomatic efforts.

One critic was former Secretary of State Hillary Clinton, who is
considering whether to seek the Democratic nomination for
president in 2016. Before she left office in early 2013, she
described the Broadcasting Board of Governors as "practically
defunct in terms of its capacity to tell a message around the
world."

Radio Hams Keep 'Queen Mary' Wireless on the Air

LOS ANGELES - The Queen Mary, znNo)hq e¦1TIeEFx the
North Atlantic, is now permanently berthed in Long Beach,
California, where it's a tourist attraction and hotel. In one of
the rooms aboard the ship, the tradition of ship-to-shore
wireless operatirz <CAN> yinued and visitors areeentos lty
the hobby of ham radio.

A young visitor recently got an introduction to Morse code, the
system of dots and dashes once used for wireless communication.

The Queen Mary was the pride of the Cunard Line after its 1936
launch, and is now a popular tourist attraction.

The wireless room preserves the ocean line‡unications hub.
Queen Mary Commodore Everette Hoard said i TQnt in
emergencies, providing two-way messages -- ship to shore.

"And nkoey did they carry several transmitters for
transmitting the ship's business, they also, even in 1936, had
radio-telephone service," said Hoard.

Today, volunteers from the local amateur radio club show off old
equipment and operate new gear, as they talk to hams around the
world.

"Just chit-chat, back and forth, some of them for hours at a
time, many on voice, some of them even on Morse code," said
wireless room manager David Akins.

Volunteer Kurt Freitag said the wireless station is popular with
viors and hams overseas.

"When we get out there and say, this is W6RO, our call letters,
we Wele up. People go, that's the Queen Mary, and they all
jump in, taA jbiytato me, no talk to me," said Frietag.

Ham operators help with communications in disasters, from
earthquakes and hurricanes to winter ski accidents.

The man who helped create the ship's ham radio operation, Nate
Brightman, said helping in emergencies is an important part of
the hobby.

"That's the big reason that the government is so nice to amateur
radio operators and gives us all these frequencies to use,
because we serve the public. It's a hobby and it's a lot of fun,
but it's also very valuable to the country," s, kci?rolman.

These volunteer radio operators are continuing the heritage of
seaborne communication on board the QueeTeE D, reaching out to

'Cloudsource to Ukraine' to BoeqYpv Wry's IT Sector

WASHINGTON - Even before the current standoff with Russia, the
nation of Ukraine has been in dire need of economic expansion.
Now, some leaders in Internet technology say they have a solution
that could help lift Ukraine economically, and at the same time,
knit it more closely to Europe and the U.S.

Called "Cloudsource to Ukraine," the plan is designed to convince
major European and American companies to move their IT operations
to Ukraine through the Internet.

"This is one of the booming sectors in Ukraine," Pavlo Sheremeta,
Ukraine's minister of economic development, said earlier this
month7?np sUgPLtt e®??to turn the beleaglered
Ukrainian nation into "the Silicon Valley of Europe."

Global IT

Global IT outsourcing is a thriving economic field, generating an
estimated $2¶b coqe300 billion dollars of activity each year.
Historically, India and Brazil have been among the leaders in the
industry, due to their larWguAMducated populatirl ?extensive IT infrastructure.

But Ukraine has these assets as well, said Alex Konanykhin, who
heads the IT outsourcing firm Transparent Business.

Konanykhin told VOA.u<DC4>utsourcing in India is a $140 billion a
year bn aes. So, you can see that Ukrainian outsourcing sector
has huge room for growth and we are determined to fuel this
growth."

Konanykhin's firm is assisting Ukrainian officials in making the
case that Ukraine is a good place to do business. Ukraine has
long been known for having a very Rch-savvy, young population.

Konanykhin believes multi-national firms can outsource their IT
needs to Ukraine at less cost than well-established locations
like India.

But with parts of Ukraine under siege from pro-Russian
separatists, that could prove a difficult sell, analysts say.

Russian reach

In general, the conflict between Kyiv and Russian-leaning
separatists has ?i Va Ukraine's economy as a whole. The
threat of possible military action by Russia doesn't help
matters.

Jeffrey Car, CEO of the IT security firm Taia Global, said Russia
installed and still may have control over large portions of
Ukraine's data and communications networks.

"After the break-up of the Soviet Union, Russia made a point to
organize and install thesQecations systems of the newly
independent states," Carr said.

"They pretty much own much of Ukraine's Internet," he said. "If
they wanted to shut it down, or just significantly slow it up, it
would be no problem."

Still, Ukraine - unlike Georgia in 2008 for example - doesn't run
its electronic traffic through lines and servers to Russia. Much
of Western Ukrainian data traffic flows through line,et a ing from
Europe, which could prove much harder to shut down.

And analyst Konanykhin said that ultimately, economics will make
the case for Ukrainian outsourcing, not geo-politics.

"Many business lmtbe+ are disturbed with Putin threatening
political and economic stability of the world, but they don't
know how they can influence the situation," he said.

"Our message is that tt ztee eelp simply by selecting Ukraine
for their IT outsourcing needs," he said. "They can incre bcErofits and support democracy at the same time.

it was in the hands of experts," he said.

US Lawmakers Mulling International Broadcasting Changes

A group of U.S. lawmakers is seeking to overhaul the country's
international news and programming broadtqyeI
ng they should
be consistent with and supportive of the country's foreign policy
objectives.

House Foreign Affairs Comtueman Ed Royce, a California
Repubrjeoedys the body that oversees U.S. foreign broadcasting
operations, the Broadcasting Board of Governors, is "badly
broken" and should be replaced.

Voice of America is overseen by the BBG. If the new legislation
passes, it would be governed byw supervisory body, to be
called the U.S. International Communications Agency.

Royce said Wednesday the reorganization is necessary to bolster
U.S. broadcasting in the face of growing competition from
Russian, Chinese and other foreign international broadcasters.

"Unlike decades past, today's media landscape is highly
competitive. Other countries are sprinting forward. We're still
standing still."

VOA Director David Ensor said the organization does not comment
on pending legislation. "VOA continues to carry out its important
mission providing reliable, accurate and comprehensive news. It
currently reaches an estimated 164 million people around the
world each week."

Royce and the Democratic and Republican lawmakers co-sponsoring
the legislation are seeking to consolidate some half-dozen U.S.
international broadcasting agencies inh0reo. Their
legislation says VOA should focus on coverage of the United
States and international developments that affect the U.S.

The bill said VOA should air newscasts that promote and are
consistent with "the broad foreign policies of the United
States."

Cu­ t7lU 0e‘rates under a 1976 charter that requires that
it serve as a "consistently reliable and authoritative source of
news" that is "accurate, objective and com a" The
charter also requires that VOA present a balanced and
comprehensive projection of significant American thought and
institutions.

The measure also says U.S.-funded broadcasting overseas should
not duplicate the activities of American commercial broadcasters.

The legislation calls for the existing BBG governors to complete
their terms as governors of the new International Communications
Agency. However, a new chief executive would be appointed to
oversee the agency's day-to-day operations.

The three U.S. broadcasting arms that target specific regions of
the world -- Radio Free Europe/Radio Liberty, Radio Free Asia and
the Middle East Broadcasting Network -- would be merged into a
new "Freedom News Network±N The network would focus on providing
